The Renters’ Rights Bill seeks to overhaul rental legislation in England, introducing stronger protections for tenants. Key measures include safeguards against unjust rent hikes, more transparent eviction procedures, and the creation of a landlords’ ombudsman. It also tackles rental discrimination, grants tenants the right to keep pets, and enforces compliance with the Decent Homes Standard.
During the Report Stage debate on Monday, 7 July, the Government reversed its previous position by supporting an amendment allowing landlords to request an additional three weeks’ rent as a pet damage deposit, replacing the earlier proposal for pet insurance. The measure is viewed as a balanced approach that safeguards landlords’ interests while upholding tenants’ rights to keep pets.
The House of Lords is set to consider further amendments during a debate on 15 July 2025.
